Under the direction of the central government, state governments have launched a massive registration and verification campaign for farmers across the country. The campaign aims to encourage farmers to register for the central government's flagship PM-KISAN scheme, which provides financial assistance of ₹6,000 annually in three equal installments.
More than 100 million farmers across the country are eagerly awaiting the 21st installment of the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN scheme). Initially, it was expected that the ₹2,000 installment would be credited to farmers' accounts before Diwali. Now, reports are circulating that the government will release the next installment in the first week of November, just before the Bihar Assembly elections. However, this is mere speculation, and the government has not yet announced an official date.
What the Union Agriculture Minister Said on PM-KISAN
Union Agriculture Minister Shivraj Singh Chouhan recently announced that the next installment of ₹2,000 will soon be deposited into the accounts of eligible farmers. He urged all state governments to complete Aadhaar seeding, e-KYC, and other necessary formalities and send verified lists of beneficiaries to the central government to avoid delays in the payment process.
Earlier, during his visit to Jammu and Kashmir, Chauhan had said that many farmers in border areas practice agriculture, but their land ownership records are incomplete. If state governments verify and send the names of such farmers, they too will benefit from the scheme. About 18 days after this visit, the central government transferred Rs 171 crore to the accounts of over 8.5 lakh farmers in Jammu and Kashmir as the 21st installment.
When could the 21st installment arrive?
According to various reports, the central government may release the 21st installment in the first week of November. Reports quoting sources suggest that this announcement could come a few days before the first phase of the Bihar Assembly elections (November 6). The 2025 Bihar Assembly elections will be held in two phases, on November 6 and 11, and the counting of votes will take place on November 14.
Questions about payments during the Model Code of Conduct
Since the Model Code of Conduct is currently in effect in Bihar, many may be wondering if the government can make any payments during this period. The answer is yes. New schemes cannot be announced during the Model Code of Conduct, but payments under previously approved schemes (such as PM Kisan) can continue. Therefore, if the technical formalities between the state and central governments are completed, funds can be deposited into farmers' accounts.
The 21st installment of PM-KISAN has already been released in several states.
Interestingly, the central government has already released the 21st installment in some states. On September 26, 2025, the Agriculture Minister released this installment to farmers in Punjab, Haryana, and Himachal Pradesh. These states were provided advanced relief to compensate for losses caused by floods and landslides. Farmers in Jammu and Kashmir also received the 21st installment on October 7, 2025. This indicates that the central government has completed the phased disbursement process, and payments to the remaining states may be made in November.
Government Warning – These Farmers Will Not Receive the Next PM-KISAN Installment
The Agriculture Ministry has clarified that farmers who have not completed e-KYC, Aadhaar seeding, or bank account linking will not receive the 21st installment. State governments have been directed to complete eligibility verification and send updated lists of beneficiaries as soon as possible.
