Fines of Up to SAR 100,000 for Violators; New Rules Effective Until June 10

Riyadh, April 29 — The Saudi Arabian Ministry of Interior has announced strict penalties for individuals violating Hajj permit regulations, effective from April 28 to June 10, 2025. The new enforcement measures aim to regulate pilgrim movement and maintain order during the sacred Hajj season.

According to the ministry, any individual attempting to perform Hajj without an official permit—or assisting others in doing so—will face a fine of up to SAR 20,000 (approximately USD 5,331).

Severe Penalties for Unauthorized Transport and Sheltering

As reported by Arab News, the Ministry further clarified that applicants misusing visit visas to attempt Hajj or transport pilgrims illegally to Mecca or other holy sites during the specified period could incur fines of up to SAR 100,000.

This fine extends to:

  • Individuals transporting visit visa holders to Mecca or holy sites.

  • Those offering accommodation to unauthorized pilgrims, including in hotels, apartments, private homes, or temporary shelters.

Authorities warned that financial penalties could escalate in certain cases involving repeated violations or organized efforts.

Vehicle Seizure for Facilitators

In addition to financial penalties, the Ministry stated that it would seek court approval to confiscate vehicles used to illegally transport visit visa holders to Mecca or the holy sites. This applies whether the vehicles belong to transporters, facilitators, or their associates.

The Ministry reiterated its commitment to ensuring the sanctity and smooth organization of the Hajj pilgrimage, emphasizing that all violations will be dealt with firmly.
